1. 2/6/2016 ADVERTISEMENT FOR BIDS WASTEWATER TREATMENT PLANT IMPROVEMENTS Town of Elkton, Virginia Bids on the referenced project will be received in the Office of the Town Manager, 173 West Spotswood Avenue, Elkton, Virginia until 2:00 P.M., local prevailing time, Thursday, March 3, 2016, and then publicly opened. Bids may be withdrawn in accordance with the Code of Virginia Section 11-54(A) Procedure (ii). The Town will award the contract on a lump sum base bid. The project will consist of construction of the following work: Two new secondary clarifiers with splitter box Return activated/waste activated sludge (RAS/WAS) pump station modifications Aerobic digester modifications New ultraviolet disinfection chamber Upgraded ultraviolet light equipment Associated site improvements and incidental related work. Bid documents in Adobe Acrobat (PDF) format may be obtained from WW Associates, Inc., PO Box 4119, Lynchburg, VA 24502 upon receipt of a nonrefundable payment of $50.00. Faxed checks are not acceptable. Bidder must include complete street address with zip code for use by express delivery agencies, and complete mailing address with zip code to avoid delay in receiving transmittals. Bid Security: Bids shall be accompanied by a certified check or an acceptable bid bond in the amount of 5 percent of the base bid. Th is project is funded by Virginia Clean Water Revolving Loan Funds, and Bidders must comply with the Davis-Bacon Act; the American Iron and Steel (AIS) requirements of the Consolidated Appropriations Act of 2014 (CAA); the President's Executive Order Number 11246, prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; and Executive Order Numbers 12138 and 11625 regarding utilization of MBE/WBE firms; certification that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin; and a statement that bidders must comply with the Civil Rights Act of 1964.
