Tenant shall have the option to renew each Agreement for five (5) additional five (5) year terms. Any portion of a month during this period shall be considered a whole month for rent calculation purposes. Rent shall be increased each year by (4%) four percent per annum. Lessee shall pay Lessor a late payment charge equal to five percent (5%) of the late payment for any payment that remains unpaid for more than 10 days after due. Any amounts not paid when due shall also bear interest until paid at the lesser of the rate of two percent (2%) per month or the highest rate permitted by law provided they remain unpaid for more than 10 days after due. COUNTY COUNCIL SEEKS BOARD OF APPEALS MEMBERS The Howard County Council is seeking citizens to serve on the County's Board of Appeals. Members of the Board must be registered voters and residents of the county. Board members serve overlapping five year terms. The Council currently seeks candidates to fill a term which will expire December 31, 2014. The Board of Appeals is a five member body, appointed by the County Council. It hears and decides variances, special exceptions, non-conforming uses and appeals of departmental or administrative decisions based on criteria and conditions in the County Zoning Regulations. The Board meets up to twice weekly on Tuesday and Thursday evenings. Board members receive $4,500 per year plus $90 per official public session, not to exceed $12,900 per year. Notice of Public Hearing The Howard County Planning Board will hold a public hearing on new and substantially modified capital projects that have been requested by County agencies to be included in the County Executive's proposed FY2011 Capital Budget and the FY2012-FY2020 Ten-Year Capital Improvement Master Plan as presented to the Planning Board. The hearing is scheduled for February 18, 2010 at 7:00 PM in the Ellicott-2 Room located at 8930 Stanford Boulevard, Columbia, MD 21045. A worksession will be held on February 19, 2010 at 9:00 am in the Ellicott-2 Room. This notice is provided as required by section 22.403(b)3(iii) of the Howard County Code. A brief description follows of the proposed new and substantially modified capital projects: NEW CAPITAL PROJECTS GENERAL COUNTY C0322-FY2011CENTRAL FLEET SYSTEMIC IMPROVEMENTS and FUEL SYSTEM This is a project to fund improvements to the County's fuel storage/dispensing/monitoring systems, and to improve or upgrade the physical plant of Fleet Equipment. C0323-FY2011 BUS/VEHICLE ACQUISTION A project for the purchase of fixed route and paratransit vehicles for the Howard Transit and HT Ride systems respectively. Project includes the purchase of necessary equipment for the operation of the fixed route and paratransit buses. EDUCATION E1021-FY2011 TECHNOLOGY A capital project to provide and sustain a viable technology infrastructure consistent with the HCPSS technology plan at various school sites. E1022-FY2013 GORMAN CROSSING ELEM SCHOOL A project to expand the existing Gorman Crossing Elementary School to provide capacity which will serve enrollment growth in the Southeastern Region. An existing design originally proposed in the FY04 capital budget is being revived. This project will provide additional classrooms space and additional core infrastructure space necessary to operate effectively at the larger capacity. All projects undertaken with this authority will be fully funded by private funds received from developers requesting such additions to the public system. J4238-FY2015 AUTUMN GRAIN GATE A project to bring Autumn Grain Gate into the public road system network. J4239-FY2014 OLD ROXBURY ROAD A project to design and construct improvements to Old Roxbury Road. Old Roxbury Road is classified as a local road. J4240-ROADWAY REHABILITATION/SAFETY PROGRAM A project to correct safety or structural problems on existing roads. SEWER S6275 -FY2012 DANIELS AREA PUMPING STATION A project for the study, design and construction of a wastewater pumping station and force main to serve the Daniels Area east of Old Frederick Road. S6276 SEWER CLEANING AND TELEVISION INSPECTION MAINTENANCE Develop a Sewer Manhole and Line Segment Inspection and Cleaning Program that will include all County owned water sewer lines within the collection system. The data will be stored in our current database, catalogging specific manhole and line segment information such as depth, condition, and cataloged inspection data for each scheduled inspection. During the cleaning process, sewer lines are to be inspected and power cleaned, and their operability and condition verified. Deficiencies found during the inspection/cleaning and not correctable by said cleaning will be reported immediately to Utilities Supervision for further action. BALTIMORE COUNTY EMERGENCY FOOD AND SHELTER PROGRAM NOTICE OF FUNDING AVAILABILITY Baltimore County is anticipating an award of funding under Phase 28 of the Federal Emergency Food and Shelter National Board Program to supplement and extend ongoing emergency food, emergency assistance, and shelter programs in the County. The funds are to be allocated to private, voluntary or local government organizations through the Baltimore County Local Board of the Emergency Food and Shelter Program. To be eligible for funding, organizations must: 1) be non-profit or an agency of government, 2) have an accounting system, 3) have a Federal employer identification number, 4) practice non-discrimination, 5) have demonstrated the capacity to carry out shelter and/or emergency assistance programs, 6) for private, voluntary organizations, have a voluntary board, and 7) to the extent practical, involve homeless persons/formerly homeless persons in providing emergency food and shelter services. In keeping with the emergency nature of this program, a simplified application has been developed for organizations to apply to the Local Emergency Food and Shelter Program Board for funding.
