Public Notice
Pursuant to the Pennsylvania Clean Streams Law, the Pennsylvania Department of Environmental Protection Rules and Regulations, the Surface Mining Conservation and Reclamation Act, and the Bituminous Mine Subsidence and Land Conservation Act as amended, notice is hereby given that Consol Pennsylvania Coal Company LLC, 1525 Pleasant Grove Road; P. O. Box J; Claysville, PA 15323 is making application to the Pennsylvania Department of Environmental Protection to revise Coal Mining Activity Permit (CMAP) No. 30841316 for the Bailey Mine.
The proposed revision includes the addition of 35.1 acres for permitting the right of way for the installation of an overhead power line for the Bailey 15 I Airshaft. The power line right of way is from the existing Bailey 4 South #4 Shaft site to the Bailey 15I Airshaft site.
The proposed addition is in Aleppo and Richhill Townships, Greene County. The right of way area to be permitted encompasses a 100 foot swath area beginning at a point adjoining the boundary of the Bailey 4 South #4 shaft site located approximately 3500 feet southwest of the intersection of SR 3001 and Barneys Run Road and continuing approximately 2700 feet southeast to a point located approximately 2200 feet southwest of the intersection of Barney Run Road and SR 3001 and continuing south 2000 feet to a point located approximately 2500 feet northwest of the intersection of SR 3001 and SR 3016 and continuing 800 feet southwest to a point located approximately 2800 feet northwest of the intersection of SR 3001 and SR 3016 and continuing approximately 2000 feet southeast to a point located approximately 2100 feet southwest of the intersection of SR 3001 and SR 3016 and continuing approximately 2300 feet southeast to a point located approximately 1400 feet southeast of the intersection of SR 3001 and SR 3016 and continuing approximately 2500 feet southeast to a point located approximately 3700 feet southeast of the intersection of SR 3001 and SR 3016 and continuing approximately 1000 feet southeast to a point located approximately 2100 feet northwest of the intersection of SR 3001 and SR 3018 and continuing approximately 1100 feet southeast to a point located approximately 1000 feet northwest of the intersection of SR 3001 and SR 3018 and continuing approximately 1100 feet northeast to a point adjoining the Bailey 15I shaft site located approximately 1200 feet north of the intersection of SR 3001 and SR 3018. This location can be generally located on the New Freeport, PA USGS 7.5 Minute Quadrangle and more specifically in the Permit Application.
Five stream variances are requested in this application to construct ford crossings within a 100 foot variance area of two unnamed tributaries to South Fork Dunkard Fork, South Fork Dunkard Fork, Stream Hollow and Barney Run for access purposes. The first variance for the unnamed tributary to South Fork Dunkard Fork is located approximately 1720 feet northwest of the intersection of SR 3001 and SR 3018 and extends approximately 25 feet northwest and the second variance area is located approximately 1300 feet southwest of the intersection of SR 3001 and SR 3016 and extends approximately 25 feet west. The variance area for South Fork Dunkard Fork is located approximately 1000 feet northwest of the intersection of SR 3001 and SR 3018 and extends approximately 25 feet southwest. The variance area for Strawn Hollow is located approximately 3100 feet northwest of the intersection of SR 3001 and SR 3016 and extends approximately 25 feet north. The variance area for Barney Run is located approximately 6200 feet northwest of the intersection of SR 3001 and SR 3016 and extends approximately 25 feet northwest.
Two road variances are requested in this application for overhead power line crossings. The first variance area is across and overhead of SR 3001 and located approximately 1000 feet northwest of the intersection of SR 3001 and SR 3018. The second variance area is across and overhead of SR 3016 and located approximately 1300 feet southwest of the intersection of SR 3001 and SR 3016.

2010 Budget
NOTICE
The Morris Township Board of Supervisors of Washington County completed the 2010 budget.  Total mills remain at twelve with eight for general fund, two for fire department and two for equipment fund.  The budget will be available for inspection for the next twenty days at the Morris Township Municipal Building, 473 Sparta Road, Prosperity PA 15329.  The 2010 budget will be adopted at the regular scheduled meeting on Tuesday, December 15, 2009 at 7:30 p.m.

INVITATION FOR BIDS
The Redevelopment Authority of the County of Washington will receive bids for the MONONGAHELA SANITARY SEWER LATERAL PROJECT NO. CD 07-35B (City of Monongahela) until 10:00 A.M., prevailing time, on December 4, 2009, at its office, Courthouse Square, Suite 603, 100 West Beau Street, Washington, Pennsylvania 15301, at which time and place all bids will be publicly opened and read aloud.
Copies of the contract documents including drawings, technical specifications and bid forms are available for viewing online. To receive a login name and password to view and order contract documents, contact the Redevelopment Authority of the County of Washington at 724-228-6875. A non-refundable payment of $37.10 to Washington Reprographics is required for each set of contract documents. Only Contract Documents purchased directly from Washington Reprographics will be accepted.
Each bid shall be accompanied by a bid guaranty, which shall not be less than ten percent (10%) of the total amount of the bid. The form of the guaranty shall be in accordance with the type permitted under the contract documents.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap in accordance with Executive Order 11246; and that the lower income resident employment and training requirements 24 CFR 135 apply to this project.
The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170lu (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low and very low income persons, particularly persons who are recipients of HUD assistance for housing.
The requirements of Executive Order 11625 - Minority Business Enterprise, and Executive Order 12138 - Women Business Enterprise, are applicable to this project.
As used in this Notice, and in the contract resulting from this solicitation, the “covered area” is the Pittsburgh Metropolitan Statistical Area (MSA) which includes the Counties of Allegheny, Beaver, Butler, Fayette, Washington and Westmoreland. All bidders are required to contact Section 3 Business concerns in the Pittsburgh MSA.
The Redevelopment Authority of the County of Washington reserves the right to reject any or all bids or to waive any informalities in the bidding.
Bids may be held by the Redevelopment Authority of the County of Washington for a period not to exceed forty-five (45) days from the date of opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the contract.
In no event will the Redevelopment Authority of the County of Washington consider a contractor as eligible if he cannot initiate the work under the contract within 15 days of the contract execution and proceed to the successful completion of the work within 30 consecutive calendar days of the Notice to Proceed.

NOTICE OF PUBLIC HEARING
TO: ALL RESlDENTS OF THE RINGGOLD SCHOOL DISTRICT

Notice is hereby given that the Board of School Directors of the Ringgold School District has scheduled a public hearing in the Central Administration Offices, 400 Main Street, New Eagle, PA 15067, On Monday, December 14, 2009, at 7:00 PM, prevailing time. The purpose of this hearing is to review the proposed construction of additions and alterations to and the furnishing of the Ringgold Elementary School South building project and to receive public comment.
The Board has approved and adopted the Maximum Project Cost of $16,884,755 and a Maximum Building Construction Cost of $7,830,740 for the Ringgold Elementary School South project.
A description of the project may be obtained from the Superintendent at the Central Administration Offices, 400 Main Street, New Eagle, PA 15067, on or after November 20, 2009 between the hours of 8:00 AM and 3:30 PM prevailing time.
All residents of the Ringgold School District are invited to attend the public hearing. Anyone who wants Agenda time has until 3:00 PM on Monday, December 14, 2009 to contact the Superintendent at 724-258-9329 for the express purpose of being placed on the Agenda for the hearing in question. Oral presentations will be limited to three (3) minutes. Testimony will also be received from the floor at the hearing. Written testimony will also be accepted at the public hearing. Anyone who desires to submit written testimony at the public hearing should do so by delivering the written testimony to the Secretary of the School Board, Betty J. Dornan. Anyone submitting testimony in writing should designate his/her name and address on the written testimony submitted.
After the actual Act 34 Hearing Date and prior to the Board of School Directors approving Plancon Part D and the Act 34 materials, the public will be given 30 days to submit written comments or testimony. These written comments or written testimony should be submitted to the Superintendent’s Office by 1:00 PM on Friday, January 15, 2010.
